VIRGIL C. SUMMER NUCLEAR STATION - TRIENNIAL FIRE PROTECTION INSPECTION REPORT 05000395/2019012
Dear Mr. Stoddard:
On October 3, 2019, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Virgil C. Summer Nuclear Station and discussed the results of this inspection with Mr. George Lippard III and other members of your staff. The results of this inspection are documented in the enclosed report.
The NRC inspectors did not identify any finding or violation of more than minor significance.
This letter, its enclosure, and your response (if any) will be made available for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and at the NRC Public Document Room in accordance with 10 CFR 2.390, Public Inspections, Exemptions, Requests for Withholding.
Sincerely,
/RA/

SUMMARY
The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting a triennial fire protection inspection at Virgil C. Summer Nuclear Station in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors.
Refer to https://www.nrc.gov/reactors/operating/oversight.html for more information.
List of Findings and Violations No findings or violations of more than minor significance were identified.

INSPECTION SCOPES
Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.
REACTOR SAFETY
71111.05XT - Fire Protection - NFPA 805 Fire Protection Inspection Requirements (IP Section 02.01a)
The inspectors evaluated fire protection program implementation in the following selected areas and/or fire zones, including analyzed electrical circuits:
- (1) Fire Zone CB06 - Control Building Relay Room (CB 436 ft)
Analyzed Circuits:
- Pressurizer Backup Heaters
- (2) Fire Zone AB01.04, Auxiliary Building General Area (AB 388 ft)
Analyzed Circuits:
- Alternate Seal Injection (ASI) Pump XPP0230 Local Disconnect Switch
- ASI Diesel Generator XEG0101 Local Disconnect Switch
- 'A' Component Cooling Water Booster Pump
- LCV-115C-CS and LCV-115E-CS, Volume Control Tank Level Control Valves to Charging Pump Suction
- (3) Fire Zone IB20, Intermediate Building 1DA 7.2kV Switchgear Room (IB 463 ft)
Analyzed Circuits:
- 1DA 7.2kV Switchgear
- Letdown Line Isolation Valves LCV-459-CS and LCV-460-CS
- XPP0043A, 'A' Charging/Safety Injection Pump
- 1DA2 480V Switchgear Bus, Unit 5C
- XVG-8000A-RC, Pressurizer Power Operated Relief Valve Inlet Isolation Valve
- (4) Fire Zone DG01.02, A Emergency Diesel Generator Room (DG 436 ft and 463 ft)
B.5.b Inspection Activities (IP Section 02.03) (1 Sample)
The inspectors evaluated the following B.5.b Mitigating Strategies:
- (1) Refueling Water Storage Tank (RWST) make-up using fire service water
INSPECTION RESULTS
Observation: Closure of Two Previous NRC Identified SL-IV Cited Violations 71111.05XT The inspectors reviewed the licensees response to NOVs05000395/2016007-01 and 05000395/2017002-01 and determined that the reasons, corrective actions taken and plans to address recurrence, and the date when full compliance was achieved for these violations is adequately addressed and captured on the docket.
EXIT MEETINGS AND DEBRIEFS
The inspectors verified no proprietary information was retained or documented in this report.
On October 3, 2019, the inspectors presented the triennial fire protection inspection results to Mr. George Lippard III and other members of the licensee staff.
