The. .in-depth review included reviews by CSU Technical Staff and* other cognizant GSU personnels Stone and Webster Engineering Corporation, the architect / engineer for " the plants and General Electric Company, the nuclear steam system sup' plier.

Additional reviews were made by an independent consultsnt (QATEL) familiar with , BWR technical specifications. We ,also Jretained ASTA Corporation to conduct a review of Technical Specifications and' Surveillance Test Procedures on a sample basis.- This review compared Surveillance Test Procedures against the -Technical Specifications for consistency, sampled Technical Specifications against the Safety Evaluation . Report '(SER) and Final Safety Analysis Report (FSAR) for cortsistency and was used to perform walkdowns to compare Surveillance ' Test Procedures. with the actual. as-built plant configuration. The findings of this review we re' factorfd with our fina! Technical Specifications and Surveillance'Tesh Procedures.

Justification for changes b the final draft Technical Specifications, including those matters identified in Enclosure 2 to the July 25, 1985 letter, are contained in letters dated 19 1985 (RBG-21568 and RBG-21573), July 24, 1985 July'21651),

_ The July 25, 1985 letter asked GSU to provide a summary description of the long term changes it is currently considering for the Technical Specifications. This information was supplied to your Staff by letter dated August 9, 1985 (RBC-21823). These matters do not affect the ability of GSU to certify the Technical Specifications.

The NRC requested that GSU certify that the draft forwarded by the July 25, 1985 letter accurately reflects, among other things, the Staff's SER. As agreed to with your Staff, CSU will certify the - Technical Specifications with the SER through Supplement 3 at least five working days prior to achieving criticality.

'GSU's certification of the final draft Technical Specifications is based on its review of the FSAR through Amendment -21 .and the FSAR ' changes, other commitments which have been provided to the NRC by docketed correspondence through the date of this letter end the as-built plant reflected in the plant design documents. ,

Based upon the foregoing, I certify that, to the best of my knowledge, the final draft of the River Bend Station Technical Specifications accurately reflects the plant design, the Final Safety Analysis Report, as amended, and other documented - connaitments made to the NRC Staff by GSU during the course of this review. An affidavit relating to this certification accompanies this letter.
