INADVERTENT, LEAKAGE FROM LOWER CONTAINMENT SPRAY RING AT RANCHO SECO

On Monday, February 2,1987, licensee maintenance personnel were performing maintenance work (MOVATS testing) on the motor operated block valve operator for the "A" train containment spray system. An electrical clearance had been issued, but no mechanical clearance. This valvo however was the only fluid boundary between the reactor coolant system and the centainment spray rings.

During the work activity, the valve stem moved and opened the valve which permitted less than 50 gallons of primary coolant to enter the spray system and flow out the lower spray header

ring. The "A" spray pump did not start during this work activity.

Na personnel were contaminated during the spray. The upper spray rings are higher than the

-static head of water available at the time of the activity and therefore did not spray water out the upper spray rings.

Th3 licensee is currently decontaminating areas affected in the the containment lower level.

Ths reactor has been shut down since December 26, 1985, and is currently being cooled by the Decay Heat Removal System which was maintained without loss of flow or heat removal capability during the spray.
