HEATUP OF RANCHO SEC0 The Sacramento Municipal Utility District (SMUD) certified to the Region V Regional Administrator at 9:00 A.M. PST, March 1,1988, that all prerequisites for non-nuclear heatup of Rancho Seco to normal orarating test temperature and pressure had been completed. SMUD intends to heatup the plant'comencing today, and continue with the approved test program. Reactor criticality is scheduled for March 20, 1988, assuming the t2st program and all other prerequisites have been met and approval has been received from the Comission. :
