RANCHO SEC0 V0TE TO CONTINUE OPERATIONS On June 7,1988, the voters in the Sacramento Municipal Utility District voted on two measures concerning future operations of the Rancho Seco Nuclear Generating Station.

Measure B, which would have required immediate shutdown of the plant, failed to pass (49oS5 [123,810 votes] yes to 50.5% [126,029 votes] no). Measure C, which will continue plant operations on a trial basis "for the duration of the current refueling cycle, a period of approximately 18 months," passed (51.5% [130,196 votes) yes to 48.5% [122,001 votes] no). Vote counts shown are official, final figures from the involved counties, according to SMUD.

The trial run measure places some conditions on continued operation of Rancho Seco.

The District must strive to achicve an annual performance goal of 70% capacity factor beginning in the month that the plant reaches full power; if at any time after December 31, j 1988 the performance level falls below a 50% monthly capacity factor for four successive 1 months, the plant will be permanently closed unless the Board of Directors determines by I a four-fifths vote that continued operation is in the best economic interest of the  !

District. Continued operation after 18 months must receive voter approval in another  ;

election, which may be held at or near the end of the current fuel cycle, but apparently l not later than 18 months from passage of the measure. l The unit is currently operating at the 40% power piateau, in steady state conditions, conducting crew training and Integrated Control System (ICS) tuning. Current licensee j plans are to shutdown on July 10, 1988 for a reactor coolant pump stud inspection and i other maintenance activities. Return to power operation is scheduled for July 16, 1988 at the 65% power plateau, Full power (100%) operations is scheduled to begin in '

mid-November 1988.
