PRELIMI M TIFICATION OF SAFEGUARDS EVENTPNS-V-88-06 Date Nov. 30, 1988 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by the Region V staff on this date.

SUBJECT:

FITNESS FOR DUTY - NON-LICENSED EQUIPMENT OPERATOR TESTS POSITIVE ON URINALYSIS TEST On Saturday, November 26, 1988, the licensee received an anonymous telephone call alleging that a non-licensed equipment operator had been observed using illegal drugs.

At that time the licensee revoked site protected area access for the individual.

When the individual reported to work on Sunday, November 27, 1988, the individual

. voluntarily submitted to a urinalysis test. The licensee received notification of a preliminary positive result for marijuana on Tuesday morning, November 29, 1988. A confirmatory test result with positive indication was received late Tuesday afternoon.

The licensee reported that the individual involved was terminated on November 30, 1988.

At the time of this event Rancho Seco was at 93% power.

Region V does not intend to make a press release; however, the licensee reports that they intend to make a press release.
