The infonnation presented is as initially recaived without verification or evaluation and is basically all that is known by the Regicn V staff on this date.

MALICIOUSMISCHIEF(CUT /DAMAGEDWIRES)
At approximately 10:30 AM, PDT, April 27, 1987, as a result of a recent test of the motor controlacenter wir:s behind for a valve panel inside (SFV-25003),
the 480-volt the licensee west Switchgear found Room (atwo vitalsafety-)related area that appeared to have been cut. These two wires are part of a bundle of approximately twelve wires, and control the system for the A-train suction valve from the borated wat:r storage tank to the low pressure safety injection / containment spray system.
The licensee has notified the FBI, and the licensee is conducting a preliminary investigation pending the arrival of the FBI.
Ranch 3 Seco has been in a cold shutdown condition since December 26, 1985. The licensee is attempting to determine the date that the related motor control center was last tested.
Tha IAT was notified at 1:00 PM, and the State of California was notified at 3:00 PM, April 27, 1987.
The licensee has notified local media. Region V is prepared to respond to media inquiry.
