This preliminary notification constitutes EARLY notice of events of POSSIBLE national ,

security or public interest significance. The information presented.is as initially received without verification or evaluation and is basically all that is known by the Region V staff on this date.

On July 21, 1987, at 5:00 PM, PDT, the Sacramento California television Channel 3 l (KCRA) is scheduled to broadcast the first of a three-part series related to drug use at Rancho Seco. The remaining two parts are scheduled to be aired on July 22 and 23, 1987. Channel 3 had received information from a confidential source who had apparently i viewed the earlier news broadcast on drug arrests at Rancho Seco and decided to provide j the media additional information concerning additional drug use/ abuse at Rancho Seco.

On Sunday, July 19, 1987, Channel 3 arranged for the Region V Office of Investigations (01) to interview the informant, whose identity was not disclosed. The informant provided additional information concerning employees previous involvement with on site use and sale of cocaine, to include the first names of two on duty reactor operators who have used drugs. Initial information from the informant appears to be comprehensive and factual. OI has advised the appropriate local law enforcement authority of this information.

On July 20 and 21,1987, Region V shared available information with licensee security management and requested that they immediately ' expand their recently completed drug investigation to include the information recently provided by the informant.

Rancho Seco has been in a cold shutdown since December 26, 1985.

Region V received initial notification of the additional information from a reporter with television Channel 3 on July 17, 1987.

This Preliminary Notification is issued for information and is current as of 1:15 PM, PDT, July 21, 1987.
