PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT PNS-V-87-01 Date: Feb. 13, 1987
-This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as initially rcceived without verification or evaluation and is basically all that is known by the

SUBJECT:
UNUSUAL EVENT - HOMEMADE SECURITY DRAWING FOUND ON SITE On Thursday, February 12, 1987, at approximately 12:35 p.m., PST, a security officer fcund an 18" x 24" drawing laying on the ground next to a centrally located roadway inside the protected area, adjacent to the gantry crane. This single-sheet homemade drawing was marked (in red) as containing " Safeguards Material," and contained the following detailed security information:
(1) Location of protected area perimeter fence; (2) Location of CCTV cameras; (3) Location of perimeter microwave alarm zones (specifying individual cable numbers for each transmitter and each receiver, with reference to the alarm system as the " microwave perimeter defense"); (4) Location of security alarm stations; and (5). Location of plant vital areas (marked in most cases with the specific zone numbers for each vital area. Additionally, this document specified the location of personnel (accountability) assembly points at the site.
The licensee declared a security alert followed by declaration of an unusual event which was terminated at 6:04 p.m., February 12, 1987.
As a result of a licensee-issued press release, this preliminary notification is provided. NRC Region V, does not plan to issue a news release. This event has attracted local media interest.
Region V received notification of this occurrence from the licensee's security manager at 1:30 p.m., PST,' February 12, 1987.
The IAT was notified of this incident at 2:00 p.m., PST, February 12, 1987. The State of California was notified by the licensee on February 12, 1987.
The licensee has notified the Sacramento County Sheriff. The licensee's investigation continues.
Rancho Seco has been in an extended shut down mode since December, 1985.
This preliminary notification is issued for information only and is current as of 10:45 a.m., PST, February 13, 1987.
