80MB THREAT WITH SUSPICIOUS DEVICES IDENTIFIED At 2032 hours0.0235 days <br />0.564 hours <br />0.00336 weeks <br />7.73176e-4 months <br /> (PST) on February 29, 1988 two local radio stations in the Sacramento California area received a telephone message to the'effect: "I'm ' going to blow up

- Rancho Seco at 1400 hours0.0162 days <br />0.389 hours <br />0.00231 weeks <br />5.327e-4 months <br /> (PST) tomorrow for what you did to my friend." The radic stations notified the Sacramento County Sheriff's Office who in turn notified the plant.

The licensee conducted a routine search, found three suspicious packages, and at 2149 hours0.0249 days <br />0.597 hours <br />0.00355 weeks <br />8.176945e-4 months <br /> (PST) declared an unusual event.

One of the packages was found in the West Switchgear Room within the vital Nuclear Services Electrical Building (NSEB). The remaining two items were found one each in two temporary office trailers within the protected area. The Sheriff's department responded at 2255 hours0.0261 days <br />0.626 hours <br />0.00373 weeks <br />8.580275e-4 months <br /> (PST) examined the packages and at approximately 2335 hours0.027 days <br />0.649 hours <br />0.00386 weeks <br />8.884675e-4 months <br /> (PST) the licensee had determined that the items in the trailers were innocuous and of no further concern. Visual examination of the item discovered in the Switchgear room prompted a call for assistance from the Bomb Disposal Squad who arrived on site at approximately 2350 hours0.0272 days <br />0.653 hours <br />0.00389 weeks <br />8.94175e-4 months <br /> (PST).

Aft 2r insitu x-ray and 'other examination techniques, the Bomb Disposal Squad moved the item to a remote location where based upon further examination they declared the item to'be innocuous at 0143 hours0.00166 days <br />0.0397 hours <br />2.364418e-4 weeks <br />5.44115e-5 months <br /> (PST), March 1, 1988.

Region V received notification via the Emergency Notification System (ENS) from the lic:nsee at approximately 2210 hours0.0256 days <br />0.614 hours <br />0.00365 weeks <br />8.40905e-4 months <br /> (PST) on February 29, 1988 following the licensee's declaration of an unusual event which was subsequently cancelled at 0230 hnurs (PST),

March 1, 1988. News media coverage has occurred and the licensee has issued a press release. The plant has been in cold shutdown following an operational event in December of 1985.
