SUBJECT:

UNUSUAL EVENT - RECEIPT OF THREATENING TELEPHONE CALL At 4:28 p.m., PST, Friday, February 13, 1987, the licensee's telephone switchboard operator received a. call from a male with a Middle East accent who indicated there was going to be a direct attack on the site's internal areas, on the security systems and on the personnel. The caller indicated that he was part of a 1400-person strong group in Northern California that was monitoring both Highway-104 (nearby state highway), and the site's fence. Additionally, the caller indicated that his group was determined to restrict plant operations.

The licensee declared a security alert followed by declaration of an unusual event.

The licensee notified the Sacramento County Sheriff's Office (LLEA) and the FBI. The LLEA responded to the site. The licensee's investigation continues.

Region V notified the NRC Information Assessment Team (IAT) at 6:00 p.m., PST, February 13, 1987. Region V also briefed Commissioners' Assistants on February 13, 1987.~

Rancho Seco has been in an extended shut down mode since December, 1985.
