,, On October 15, 1992, the licensee reported that it had discovered evidence of vandalism in the upper cable spreading room, shared by both units, which was apparently caused by a contractor employee who performed firewatch duties. The damage did not affect or disrupt plant operations. The vandalism included insulation being  ;

i cut from air conditioning ducts and a pipe; graffiti written on a door; a fuse removed from a light; and a fire home was uncolled

. and filled with water.

some of the incidents were witnessed by other firewatch personnel, I 4 who reported them to management. The individual's site access was g suspended on October 14, 1992, ans the'llconsee began an

  1. investigation. On October 16, 1992 the licensee and the Senior .

Resident Inspector completed a thorough walkdown of the upper cable spreading room and identified no additional damage.

4 The individual involved had been employed at the plant for less than a month. A review of his card-key usage showed he had entered only the upper cable spreading room and the steam tunnel, .

briefly. The licensee's team completed a walkdown of the steam tunnel and found no damage, The individual denied causing any property damage, but admitted writing graffiti and removing and replacing barrier penetration caps out of boredom. Further action against the individual is under review. Therm appears to be no continuing threat against the facility.

A Region III (Chicago) security inspector has been dispatched to the sita to monitor the liceasee's investigation and to review the mereening records for the individual. The NRC Information

Assessment Team was notified on October 15, ic92, and subsequently ,

i informed the Federal Bureau of Investigation.

The state of Illinois will be notified. The information in this preliminary notification has been. reviewed with licensee management.

The NRC Operations Center was notified of this incident at 1815 p.m._ on October 15, 1992, and additional information was obtained inter in the-day. This information is current as of 2:30 p.m. on October'16, 1992. ((
