PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-III-88-82 Date September 23, 1988 Thig prel inary notification constitutes EARLY notice of events of POSSIBLE safety O or public interest significance. The infomation is as initially received without ,ML verification or evaluation, and is basically all that is known by the Region III M staff on this date.

Subject:

EMPLOYEES SUSPENDED PENDING DRUG INVESTIGATION After receiving an allegation from an outside source concerning off-site drug use by five employees, the licensee suspended their site access on September 19, 1988, and collected urine samples for drug testing. Five additional individuals were subsequently implicated and their site access was also suspended, pending testing.

Test results thus far have detected evidence of drug use by three of the individuals included in the initial allegation. All are non-licensed personnel. A fourth individual was using a prescription drug, and the testing was negative for the fifth.

In the second group, testing was negative for two individuals, including a licensed reactor operator; two individuals refused testing and are suspended pending investigation.

The fifth was tasted on September 23, 1988 and test results are forthcoming.

Site access is being restored to those individuals with no evidence of drug use.

Recent work by the individuals with positive test results is being reviewed by the licensee.

Region III (Chicago) and the resident inspector are monitoring the licensee's activities.

The State of Wisconsin will be notified.

The licensee issued a news announcement on September 22, 1988; there has been local news media interest.
