LICENSEE'S DECISION TO CONTINUE UNIT 1 OUTAGE FOR AN EXTENDED -

PERIOD (UPDATE)

On February 18.1997. Unit 1 was shut down because of a possible problem ,

with the impeller of a Component Cooling Water (CCW) pump and a bearing problem with a Service Water (SW) pump motor. Although inspections and repairs of the CCW pump and the SW pump motor were completed on February 1 24, the unit remained in hot shutdown for resolution of other equipment performance issues and to perform additional maintenance activities. .

Startup was expected to occur in early March 1997. Unit 2 has been shut down for refueling and steam generator replacement since October 5, 1996.  ;

Due to NRC identification of a wide spectrum of operations, engineering, and maintenance / surveillance testing related performance issues, the  :

licensee committed to complete a broad improvement program. Several of these initiatives were to be completed prior to restarting Unit 2.

On March 11. 1997, the licensee notified the NRC that Point Beach planned to place Unit 1 in cold shutdown for an extended " Organizational Outage."

The purpose of the outage is to allow the licensee to focus resources on the improvement initiatives and safely return Unit 2 to service. The licensee's current plan is to not return Unit 1 to service until after restart of Unit 2. Currently, the licensee's projected restart of Unit 2 is mid-May 1997.

The NRC continues to closely monitor the licensee's progress toward completing improvement initiatives and preparing Unit 2 and Unit 1 for  !
