TWO STUCK CONTROL RODS On May 30, 1985, while performing a cold full-flow control rod drop test in preparation for r: start (the unit has been shut down since April 5,1985, for refueling), control rod F-12 did not drop to the bottom of the core, but stuck about 60 inches above the bottom.

Tha licensee reviewed the control rod drive test data and sent the findings of their inv stigation to Westinghouse for analysis. The Offices of NRR and IE were notified.

Th3 licensee then went ahead with plans to conduct a hot full-flow drop test on all the other c:ntrol rods. At 3:42 a.m., May 31, 1985, with primary system at 370 degrees, rod J-4, which had successfully dropped in the cold test, dropped only 45 inches, sticking 99 inches from the bottom of the core.

Th unit is once again in cold shutdown. The licensee plans to remove the vessel head to determine why the two control rods are stuck.

Region III (Chicago) is closely follcwing the licensee's course of action. The SRI is onsits monitoring the licensee's program to resolve the problem.

Th2 State of Wisconsin will be notified.
