CHARGES BY CITIZEN GROUPS THAT POINT BEACH EMERGENCY AND EVACUATION PLANS ARE POOR Two citi' zen groups have announced that they plan to petition the NRC for a show cause order against the Wisconsin Electric Power Company because of deficiencies in the Plant Emergency and Evacuation Plans.

The two groups are Wisconsin Coalition for Energy Alternatives (WCEA) and Public Interest Research Group (PIRG). The initial information was contained in a newspaper article which appeared in the Two Rivers, Wisconsin, Herald Times newspaper on May 15, 1976. i The two groups charged in the news article that " emergency and evacuation plans for nuclear accidents are so poor they jeopardize thousands of '

Wisconsin citizens." The article alleges contradictions between the plans by the plant and the State of Wisconsin regarding sequence of noti-fication in event of an emergency, responsibility and authority for  ;

public warning and evacaation, and the size of the areas evacuated in '

i event of an emergency.

Wisconsin Electric Power Company' issued a rebuttal in a news article on May 18, 1976.

IE Region III (Glen Ellyn) is reviewing the charges by the citizen groups. No IE:III press release is planned.

Region III's Resident Inspector, stationed in Two Rivers, Wisconsin, received

, notification of this matter via a news article in the Two Rivers, Wisconsin, Herald Times on May 15, 1976.
