CONTAMINATION IN EXCESS OF DOT LIMITS ON SPENT FUEL CASK An empty spent fuel ',ask (Type NL1/2) arrived at West Valley, New York, from the Point Beach Nuclea'. P. ant on October 21, 1983, with three small areas of contamination in excess of the U.',. Department of Transportation's limit of 22 000 disintegrations per minute per 100 square centimeters (averaged over 300 square centimeters).

Of 39 conte aination smears of the cask's surf ace, three showed removable contamination of approxi'.inely 28,000 dom /100cm2, 47,000 dpm/100cm2, and 56,000 dpm/100cm2. Se ars of the trailer carrying the cask showed levels within DOT Limits. The increase in contamination levels during transit appear attributable to cask weeping, i.e., conversion of fixed contamination to removable contamination because of time and transportation conditions. These levels, although exceeding DOT limits, do not represent a public health or safety hazard.

( A Region III (Chicago) inspector will be at Point Beach during the week of October 24

( review the licensee's cask decontamination procedures. ,

The States of Wisconsin, Illinois and Ohio will be notified.

Neither the licensee nor Region III plans a news announcement.
