NOTICE OF VIOLATION Wisconsin Electric Power Company Docket Nos.: 50-266;50-301 Point Beach Nuclear Plant - L"ense Nos.: DPR-24; DPR-27 Unit 1 and 2 During an NRC inspection conducted from April 14,1998, through May 23,1998, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the violation is listed below:

Technical Specification 15.4.1.8, requires, in part, that equipment tests be conducted as described in Table 15.4.1-2.

Technical Specification Table 15.4.1-2, Line item 14, requires that refueling system interlocks be tested each refueling shutdown.

Contrary to the above, the licensee did not test some refueling system interlocks during refueling shutdowns from the time of initial plant refueling through April 22,1998. Specifically, four of six

- manipulator bridge, trolley, and hoist interlocks were not tested, and the test performed on the hoist gripper interlock was inadequate in that it did not verify operation of the relay contacts.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Wisconsin Electric is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555 with a copy to the Regional Administrator, Region Ill, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice of Violation (Notice), within 30 days of the date of the letter transmitting this Notice. This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation: (1) the reason for the violation, or, if contested, the basis for disputing the violation or severity level; (2) the corrective steps that have been taken and the results achieved; (3) the corrective steps that will be taken to avoid further violations; and (4) the date when full compliance will be achieved. Your response may reference or include previous docketed correspondence, if the correspondence adequately addresses the required response. If an adequate reply is not received within the time specified in this Notice, an order or a Demand for Information may be issued as to why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to extending the response time.
