_ UNPLANNED SCRAM DUE TO MSIV CLOSURE (ThisPHOisacor[ectedhersion-qfPNO-III-87-83.)

At 10:37 a.m. (CDT), June 17, 1987, while operating at 29 percent power during a reactor recirculation test (the recirculation pumps had been tripped and natural circulation established), the unit scramed following closure of the outboard Main Steam Isolation Valves (MSIV).

The licensee determined that the Equipment Protection Assembly (EPA) associated with the "A" Reactor Protection System (RPS) had tripped, deenergizing the "A" RPS electrical bus, causing the outboard MSIVs to close. The MSIV closure resulted in a full reactor scram. When the licensee reenergized the "A" RPS bus, the outboard MSIVs opened.

The licensee is conducting tests to determine whether or not failed voltage sensing circuitry

_w as the cause of the EPA trip and the "A" RPS bus deenergizing. The licensee is currently investigatii.g the cause and potential significance of the current MSIV closure circuitry (s configuration (both sets of solenoid valves designed to vent air from the outboard MSIV actuators were powered from the "A" RPS bus,'while the solenoid valves associated with the inboard MSIVs were apparently powered from the "B" RPS bus. Both of these configurations arecontrarytoFSARandoperatortraining.)

A resident inspector was dispatched and arrived on-site late on June 17. An Augmented Inspection Team under the leadership of a Projects Section Chief with specialists from NRR and Region III (Chicago) is beir.g sent to the site. The licensee has agreed to obtain NRC concurrence before restarting the unit.
