' THERMAL POWER TRANSIENT-

!0n September 13, 1989, at about 4:35 p.m. (EDT), while the plant was operating at a steady

~100 p::rcent reactor- power, reactor. power. increased above 102 percent for about- 110 seconds (maximum 106.6 percent) when a reactor. recirculation-flow control valve drifted open-from its normal 56 percent to about 78 percent open.. The drift in the valve occurred wh:n11ts hydraulic power unit was restarted following maintenance (replacement of an

electronic control board) of 'its' control circuitry. A solenoid. valve which controls

'the oil supply to,the control valve. failed in mid-position allowing excessive oil

'to flow to.the control valve: causing it to open more than normal.. The operators immediately-recognized the problem and initiated steps to bring reactor power below

~100% by inserting control' rods.

'In acccedance with the operating license, the licensee reported this event to the NRC Operatc.m Center for exceeding 100 percent power. The event is within the limits of Lanalyzed transients. The resident inspectors are monitoring the licensee's investigation of the' event.

The State of Ohio will be notified.

Region III (Chicago) was notified of the event by the resident inspector at 5:45 p.m. (EDT) on September -13,1989. This information is current as of 12:00 noon (CDT), on Septembe' 14, 1989.
