Facility: Cleveland Electric Illuminating Licensee Emergency Classification:

Company Notification of an Unusual Event Perry Unit 1 Alert Perry, OH 44081 Site Area Emergency General Emergency Docket No. 50-440 X Not Applicable Subj:ct: IMPURE WATER IN REACTOR COOLANT SYSTEM At 7:56 p.m. (EST), December 30, 1086, while operating at 8 percent power, the licensee began a unit shutcown because of high conductivity (water impurity) above technical specification limits in the reactor coolant system. The high conductivity is believed to be caused by a tube leak in the main condenser, which is leaking impure (circulating c oling water) water into the reactor coolant system.

At 8:55 p.m., operating personnel manually scrammed the unit because of a step increase in conductivity readings. All systems functioned as designed.

The licensee will inspect the condenser tubes for leaks. The duration of the shutdown is unknown.

Region III (Chicago) is monitoring the licensee's course of action.

Tha State of Ohio will be notified.
