CHARC0AL FILTER FIRE (FIRST UPDATE)

Th: licensee has continued to maintain a nitrogen atmosphere on both trains of the off-gas system charcoal adsorbers. Based on current information the fire appears to have occurred in one tank in each train, in both cases the third tank in a series of four tanks.

Temperatures in the tanks have been monitored every hour by the licensee. The highest initial temperature reading was 1140 degress F. The highest temperature reading at about 10:45 a.m.

(CDT), June 23, 1986, was 182 degrees F. at the bottom of the third tank in the B train.

The Region III Incident Response Center and the Headquarters Operations Center were manned throughout the weekend to monitor the situation. The resident inspector was at the site periodically.

The hourly reading temperature profile indicates the fire is out and the unusual event is being terminated by the licensee. Region III is securing the incident response center. The NRC is forming a task force to evaluate the generic aspects of charcoal fires. The licensee will not start their recovery plan until approved by the NRC.

The State of Ohio will be informed of this updated information.
