Reactor operators manually scra med the reactor from 100 percent power at 2:05 a.m.

An Alert under the licensee's emergency plan was declared at 2:59 a.m. The plant was placed in cold shutdown and the Alert classification was terminated at i 11:51 a.m. on December 22, 1991. i The resident inspectors immediately responded to the plant. Initial review by the resident inspectors and by plant personnel indicated that no safety-related equipment tas affected by the flooding. Some non-safety-related equipment, including lightit.g l end radiation monitoring instruments, was affected. The resident inspectors initially  !

cported less than an inch of water cn the floor in the basement of the auxiliary l u11 ding and other plant areas with some water dripping down from overhead. No water I tas observed in rooms containing Emergency Core Cooling System equipment.

Some radioactive contamination of basement floor areas in the auxiliary cnd ,

intermediate buildings resulted t' rom floor drains backing up because of the flooding. Contamination levels were in the range of 10,000 to 20,000 i disintegrations per minute.
