The information is as initially received without verification or evaluation, and is basically all that is known by Region II staff in Atlanta, Georgia on this date.

ST. LUCIE UNIT 2 SHUTDOWN IN EXCESS OF 72 HOURS On June 1, 1999, with Unit 2 at full rated power, one control element assembly (CEA) descended into the reactor core for unknown reasons. No maintenance or testing activities were being conducted at the time. A fa:. led sensor was replaced and the CEA was returned to its normal position. The licensee noted voltage fluctuations on the CEA power supplies. Reactor power was maintained at 48 percent while an i investigation was conducted. A malfunctioning control circuit component and a circuit card were replaced. On June 4, 1999, at 3:13 a.m. during reatoration activities, four CEAs descended into the reactor core. Plant operators immediately tripped Unit 2 in accordance with procedure requirements. All safety systems operated as expected. Unit 2 is currently stable.in Mode 3. The licensee is continuing to investigate the CEA problems.

The resident inspectors continue to closely monitor the licensee's ,

investigation. A Region II Division of Reactor Safety inspector will conduct onsite review of the licensee's actions and root cause analysis.
