SUBJECT:

INADVERTANT ACTUATION OF CONTAI'NMENT SPRAY .

l On November 3 at 2:50 p.m., while the reactor was in a cold shutdown l condition,1,100 gallons of reactor coolant water was sprayed into the containment through the containment spray system (CS).

The reactor has been shut down since November 27 for steam generator inspection and other maintenance activities. During return of the CS system to service following valve maintenance, air was applied to the system air operated valves prior to electrical operation of the value solenoid air controller. The valves functioned as designed and opened. ings Thirty workers in containment received some low level contamination and grg were decontaminated by taking showers.  :

k Licensee estimates the gaseous release to be 0.001 percent of Technical Specification limits. The radioactive liquid was drained to the waste system.

The licensee is considering a news release. A news release is not i planned by the NRC. The State of Florida has been informed. l Region II (Atlanta) received notification of this occurrence by telephone from the plant manager at 4:30 p.m., on November 3. This information is current as of 8:45 p.m. on November 6.
