Enclosed is a report of Baltimore Gas & Electric Company's Performance Improvement Plan for Calvert Cliffs Nuclear Power Plant. .This report was prepared following NRC's action in December 1988 in which Calvert Cliffs was categorized as a plant requiring close monitoring.

We were deeply disturbed that the NRC's assessment of Calvert Cliffs' performance necessitated this action. However, we are committed to demonstrating to the public, to the NRC, and to the.

industry that Calvert Cliffs can and will restore its position as a safe, top-performing plant in the nuclear industry.

The report provides an overview of our assessment of changes necessary to effect event-free performance. It outlines the underlying root causes associated with Calvert Cliffs' decline in performance and discusses the corrective actions we believe are needed. Also addressed is the process used to develop the i Performance Improvement Plan.

A brief summary of the plan's objectives and expectations is i described in the Management overview section of the report.

We do not consider this report to be a final document. As ,

described in the report, we intend to develop and implement l detailed plans supporting the corrective actions that require additional work.
