Saporito, Jr. This letter is to inform you that the Staff does not intend to respond to this document as though it were a petition for leave to intervene in this proceeding. The Staff views Mr.

Saporito's submittal as a premature limited appearance statement. As such, it should not be considered by the Board or the parties unless the Board determines that a hearing should be held in this matter.
