SUBJECT:

DROP-IN VISIT -- FLORIDA POWER AND LIGHT On October 11,1994, at 9:30 a.m., Mr. James L. Broadhead, Chairman and CEO, and Mr. Jerome H. Goldberg, President, Nuclear Division of Florida Power and Light (FP&L) met with Messrs. J. Taylor, R. Zimmerman, S. Burns and G. Tracy of the NRC to discuss items of mutual interest regarding operations at the FP&L nuclear stations, Turkey Point and St. Lucie.

The following topics were discussed:

Plant status: The licensee discussed the improvements which have been achieved at Turkey Point and noted by NRC in the most recent SALP report. The licensee also described their ongoing activities to address certain performance issues at St. Lucie which led to four reactor trips and other events during 1994. These actions include the placement of new personnel in certain management positions and monthly talks between the operating staff and i chief nuclear officer. The intention of these actions is to avoid any potential complacency in the staff at St. Lucie and ensure continued success and high standards.

On-line maintenance: A discussion of the risk associated with on-line maintenance was initiated by Mr. Taylor. The discussion involved NRC concerns regarding the availability of safety equipment during a potential single failure while large portions of one safety division were undergoing l maintenance and unavailable. The licensee stated that they were already '

pursuing these concerns and developing methods to utilize PRA to minimize risk.

Threat of an attack from Cuba: Mr. Taylor initiated a discussion of the I concerns presented by Dr. de Varona of Dade County. Dr. de Varona's concerns regard a potential air attack upon Turkey Point by Cuba. Mr. Taylor rresented a copy of the paper titled "Is South Florida in Danger of an Air Attack from Cuba?" and its enclosurt. to the licensee. The licensee indicated that the issue was one that had been previously raised and felt confident that the Department of Defense could provide any necessary protection of the facility.

Minimizing 0&M costs: A discussion of FP&L's efforts to minimize 0&M costs followed. The licensee indicated that FP&L has primarily reduced the contractor workforce. This effort has improved the utility's internal engineering expertise and provided greater efficiency. The licensee noted that there was an extremely low attrition rate at the nuclear facilities -

0.6%. Mr. Goldberg stated that he did not intend to reduce costs at the expense of quality.

Future license amendments: The licensee indicated that they intend to submit ,

an amendment to increase reactor power by 100 MW (thermal). They stated that '

they were completing the required engineering analysis and would be requesting '

the amendment in 1995.

The meeting adjourned at approximately 10:15 a.m. No regulatory decisions were requested or made.
