Dear Administrative Judges:

In a letter dated December 26, 1985 regarding its inservice test program, Licensee informed the NPC that the upgrade of the spent fuel pool cooling system, a Licensee commitment noted in the NPC's Safety Evaluation in sup-port of the spent fuel pool expansion amendments, will be completed by the end of the Unit 3 Cycle 11 and Unit a Cycle 12 refueling outages. A copy of

. the letter was distributed to the Board and parties by letter of Licensee Counsel, Steven P. Frantz, dated January 3, 1986. Enclosed is a copy of a letter frcm Daniel Mcdonald, NFC, to Licensee, dated January 23, 1986, which states that the schedule for the completion of the upgrade is consistent with Section 2.7 cf the November 21, 1984 safety evaluation.

Copies of the enclosed letter are being sent to the parties to this proceed-ing by means of this letter.

Revision to Inservice Test Programs for Pumps and Valves By letter dated December 26, 1985, you requested relief from the Inservice Test (IST) requirements related to the spent fuel pool (SFP) cooling pumps.

However, subsequent to the inclusion of the SFP cooling pumps in the proposed IST program submitted by letter dated October 24, 1985, you have comitted to upgrade the Unit 3 and 4 SFP cooling systems as documented in Section 2.7 of the NRC's Safety Evaluation (SE) in support of the SFP expansion dated November 21, 1984.

Section 2.7 of the SE indicates that the upgrade will be completed by the end of the second refueling outage after issuance of the approval for re-racking the SFP's. Your December 26, 1985 letter, indicated the SFP cooling system upgrade will be completed by the end of Cycle 11 Unit 3 and. Cycle 12 Unit 4 refueling outages. These outages are the second refueling outages after issuance of approval for the re-racking of the SFP's. Therefore, your request is consistent with Section 2.7 of the NRC's SE in support of the SFP re-rack.
