l 1.0 PURPOSE l i

l This procedure defines the instructions to develop summary documentation of piping related issues identified by external sources in public documents.

2.0 SCOPE I

This procedure opplies to all externally identified piping analysis and pipe support design issues.

3.0 DEFINITIONS AND RESPONSIBILITIES 3.1 Definitions 3.1.1 External Source issue (Issue)

An error or concern related to design or design processes identified by on organization other than the Comanche Peak Response Team (CPRT) and con-toined in Public Documents on the NRC dockets for the Comanche Peak Steam Electric Station (CPSES).

l 3.1.2 External Source issue Summary (ESIS)

A document generated in accordance with this procedure that summarizes on issue.

3.2.2 Reviewer The Reviewer is responsible for compiling the ESIS in accordance with the procedure and ensuring that information is thorough and occurate.

3.2.3 Checker The checker is responsible for ensuring that the information compiled is thorough, occurate and in accordance with this procedure.

4.1 Background

The public documents defined in 3.1.4 generated betweeen May 17,1978 and February 6,1986 oddress technical concerns and issues associated with the adequacy of the piping analysis and support design at CPSES. The CPRT reviewed the public documents to identify these issues and concerns. Anissue Report was written in accordance with DAP-2 on each issue / concern as it was identified in a public document. A Discreponey/ Issue Resolution Report (DIR) was then generated in accordance with DAP-2 for each issue Report to track the status, classification and resolution of the issues.

The DIR's were then sorted into approximately 40 primary issues. An example of the primary issue listing is included as Attachment A. Primary issue binders were then created compiling all of the DIR's ossociated with a primary issue.

4.2 Purpose The purpose of the ESIS is to develop in one document a comprehensive summary of each primary issue to facilitate review of the issue resolution, and to ensure that all the associated components of the issue have been adequately addressed.

The ESIS will also be used to develop a primary issue DIR.

4.3 Method The issue reviewer shall review the public documents referenced on all the DIR's previously assigned to a primary issue. The reviewer shall then generate the attachments to the ESIS cover sheet, DAP Form No. DI P-002-1 (ottachment B) as follows.

Subsequent paragraphs shall describe related ospects of the issue and identify overlapping concerns with other primary issues.

4.3.2 ~ Programmatic Concerns Nontechnical problems, (e.g., procedures, processes, personnel) that are identi-fied by external sources, shall be noted and the referenced DIR listed.

4.3.3 Related DIR listing A listing of the number and revision of all DIR's and associated source documents that have been identified as relating to the primary issue shall be listed, l

4.3.4 Specific Piping Analyses identified i

All piping analyses referenced in the public documents associated with the primary issue shall be listed along with the referenced DIR.

4.3.S Specific Pipe Supports identified All pipe supports referenced in the public documents associated with the primary issue shall be listed along with the referenced DIR.

4.3.6 Applicable Attribute Numbers The Piping Analysis / Support Design Procedure Review Checklist shall be re-viewed for attributes that pertain to the subject primary issue. A list of all l these Attribute numbers shall be prepared.

i SUMMARIES l Revision: 0 4.4 Primary DIR A primary DIR shall be prepared, in accordance with DAP 2, for the primary issue. The first paragraph of the ESIS Description of Issue may be used under the DIR " Description of issue / Discrepancy." A sentence should also be added similar to the following. "This DIR is a compilation of duplicate issues identified in Reference I and encompasses the issue." The ESIS document number and revision number shall be included under the reference section of the primary DIR.

5.0 DOCUMENTATION 5.1 Cover Sheet O

Upon completion of the attachments the reviewer shall fill out the cover sheet (Attachment i3) as follows:

5.1.1 Identification The reviewer shall identify the Summary No: ESIS-P- obtained from the Discipline Coordinator for the primary issue, t

5.1.2 References The primary DIR Number and Revision shall be assigned later (in accordance with DAP-2) by the Generic implications Coordinator. The SWEC Issue Resolu-tion Report Appendix Number, obtained from the Discipline Coordinator, shall be identified. The current DAP-CL-PA-001 Revision shall be identified.

5.2 Retention A copy of all ESIS's shall be maintained and filed by the DAP Monoger or his designated representative in accordance with DAP 14.

5.3 Revisions Revisions to ESIS's shall be prepared in the some manner as the original.
