In the Matter of ) Docket Nos. 50-327 Tennessee Valley Authority ) 50-328 SEQUOYAH NUCLEAR PLANT (SQN) - TECHNICAL SPECIFICATION CHANGE 67 By the May 23, 1986 letter from me to you, we provided proposed changes to the SQN technical specifications (TVA-SQN-TS-67) in three separate areas. The enclosure to the August 28, 1986 letter from me to you grouped the proposed page changes into the ? espective areas. Those changes identified in item 1 of the enclosure to the August 28, 1986 letter are being withdrawn from NRC consideration. The changes identified in item 1 will be revised to address shutdown modes for functional units 20 (reactor trip breakers) and 21 (automatic trip logic) as required by NRC in the September 17, 1986 letter.

The revised technical specification changes will be resubmitted to NRC as a new technical specification change along with appropriate changes to include bypass breaker testing in accordance with NRC Generic Letter 85-09. The new technical specification change is not considered to be required fo~ startup and will be submitted on or before January 16, 1987.
