STATUS MEETING ON THE PERFORMANCE OF COMMONWEALTH EDISON COMPANY'S NUCLEAR GENERATION GROUP

Dear Mr. Kingsley:

This refers to the meeting conducted at the NRC Region Ill Office in Lisle, Illinois, on January 28, 1999. The purpose of this meeting was to discuss Commonwealth Edison Company (ComEd) Nuclear Generation Group's (NGG's) performance as it relates to actions ComEd has taken in response to the NRC's 10 CFR 50.54(f) letter, dated January 27, 1997, regarding safety performance at Com Ed's nuclear facilities. Attendees at the meeting are listed in Enclosure 1. Enclosure 2 is a copy of ComEd's presentation materials.

The ComEd presentation included the status of the Strategic Reform.Initiatives (SRls), SRI Effectiveness Review results, an assessment of engineering effectiveness, and the Quad Cities Station intergranular stress corrosion cracking inspection results.

Based on the ComEd presentation, the following SRI items are considered to be closed in the NRC ComEd Oversight Action Plan:

NGG-7 NGG-11 NGG-12 NGG-13 NGG-13 Define Compliance Processes and Accountability, Action Step 3 Enhance Employee Alignment and Involvement Achieve a Consistent High Level of Performance from Training Programs, Action Step 1 Corrective Action and Ensuring Lessons Learned are Disseminated, Action Step 4 Strengthen Nuclear Safety Oversight/Effectiveness Review, Action Step 1 At the conclusion of the meeting, ComEd provided the NRC a copy of its Quad Cities Station Performance Assessment dated January 1999. The purpose of the ComEd assessment was to summarize the performance of Quad Cities Station over the past year, with emphasis on operation since restart in June 1998 following an extended outage in both units. A copy of the assessment is enclosed (Enclosure 3).

In accordance with Section 2. 790 of the NRC's "Rules of Practice," a copy of this letter and its enclosures will be placed in the NRC's Public Document Room.
