Dear Sir:

Please refer to License Amendment Number 15 which redefines the restricted area for the Rhode Island Nuclear Science Center. This amendment was necessary because -of plans to .

construct a new building close by the reactor building to I house the University of Rhode Island Center for Atmospheric Chemistry Studies. Many occupants of the new building will ,

utilize the reactor. The design of the new building is well  !

under way and construction is expected to start in late 1988 or early 1989.

So as not to interfere with the operation of the-reactor facility exhaust stack, the following criteria has been provided to the desig, architect:

"For the building to not interfere with the exhaust plume of the reactor stack, it should be not more than 46 feet above existing grade and separated from the reactor stack by 3 times the new building height."

Since the height of the reactor stack is 115 feet above grade this specification will insure that the height of the stack release is at least 2.5 times the height of the new building.

In addition, the new building will be at a distance from the stack release of at least 3 times the new building height.

We. believe that the application of both criteria to the p g P

We would appreciate your concurrence in this design criteria.

Thank you for your consideration.

Very truly yours, s
