Inspection No. 50-193/93-02

An inspection of your reactor radiation protection and emergency preparedness programs was
conducted by Mr Stephen Holmes of this office, on February 23-25,1993, of activities authorized
by NRC License No. R-95. Discussions of our findings were held by Mr Holmes with you and
other members of your staff at the conclusion of this inspection.
Areas revicwed during this inspection are important to public health and safety and are described in
,
the enclosed inspection report. The areas examined included facility staffing, radiation worker
training, radiation postings, routine surveys, portable survey and counting lab equipment,
calibrations, personnel dosimetry, and implementation of the emergency plan. Within these areas,
the inspection consisted of selective examination of pmcedures and representative records,
interviews with personnel and observation by the inspector.
Within the scope of this review, we noted that health physics staffing, routine surveys, and use of
forms for tracking and survey data were good. However, we noted that written procedures for
some health physics operations were not formalized. Your staff agreed to review this matter and
to follow up on an issue with potential safety significance related to the calibration of your multi-
channel analyzer system. During the present changeover to low-enriched fuel and subsequent re-

write of the facility Technical Specifications and Safety Analysis Report, one of the four
comprehensive emergency drills had not been conducted in 1992. You and your staff stated that,
,
after the fuel changeover this summer, a full drill would be conducted under the requirements of
the new emergency plan before the end of 1993. We will evaluate your actions on these matters
'
during a future inspection.
No violations of regulatory requirements were identified. No reply to
this letter is required.
