Dear Mr. Starostecki:

Please consider this letter the response to the Notice of Violation in Inspection Report No. 50-193/82-02. This violation concerned the lack of a clearly audible alarm signal from a criticality monitoring system and the lack of an emergency procedure to assure that personnel would withdraw to an area of safety following an alarm.

The storage area in question is the storage safe for new fuel elements.

The area has always been monitored by one (1) gamma sensitive system which meets the requirements of 10CFR 70.24(a)(2). However, the audible alarm from this single monitor has been located in the enclosed reactor control room about 10 feet from the storage safe (and therefore not clearly audible near the storage safe). In addition, the facility emer-gency procedures did not include individual consideration for this par-ticular alarm.

The following corrective steps have been taken. The monitor has been modified occurs.

The alarm is audible throughout the room containing the fuel storage In addition, an emergency procedure has been prepared requiring with-drawal of all personnel to an area of safety upon hearing the alarm. The procedure requires the conduct of drills, the designation of individuals re-sponsible for determining the cause of the alarm, and the placement of survey instruments in accessible locations for use in an emergency.
