'Ihe technical specifications (Section K.3.b.(2)(b)) require that the auxiliary electrical pcwer system be retested at least weekly.

On Thursday, August 30, 1979, during a routine test, the generator did not star.t. During the preceeding test on August 23, 1979 no prcblems were encountered. Using a battery charger and jumper leads to a near-by autcmcbile battery, the generator started. After charging the bat-tery, the generator was started several times. The difficulty was clearly a weak battery.

Tne battery was purchased & installed in late April 1979 Based on the ranufacturers specificaticns, it was thcught to be pemanently

" sealed", requiring no raintenance. For this reascn, routine read-ings of specific gravity were not rade. Such readings would have detected the weakening of the battery before failure and would have prevented the starting failure.

To minimize the chance of a recurrence the " seal" cn the battery has been removed gaining access to the individual cells and the cperators have been reminded that specific gravity determinaticns must be made weekly.
