As discussed in our telephone conversation yesterday, the Rhode Islana Nuclear Science Center (RINSC) Emergency Pian has been completely revised to reflect comments from a recent NRC Region One review of the plan.

appreciate any comments from your emergency planning group as soon as possible as we the plan this calendar year. intend to run an emergency drill which tests I have enclosed a copy of the old plan with the new plan to facilitate the review process.

Revised Emergency Plan A copy of a revised Emergency Plan is included for your review and comment.

It has been approvec by the Emergency Director (T. Tehan).

You should have a copy of the current Emergency Plan dated September 1982, updated April 1987.

After RUC approval the plan will be sent to the NRC for their review. The following changes were made in the revision, dated May 1993.

Emergency Plan Changes:

1.

Included ANSI definitions in Emergency Plan listing.

Eliminated " interim teams" and " interim team leaders" from the in-house organization, indicating that those i

persons actually present will perform the duties l

outlined in the plan.

i 3.

Eliminated emergency cabinet supply listing from the plan (NRC recommendation).

4.

Changed frequency and numbers of radiation drills required from annually to biennially and from 3 to 1 (NRC recommendation) 5.

Eliminated agreements with offsite agencies as an Emergency Plan Appendix (NRC recommendation) 6.

Facility Emergency Plan Implementing Procedures will be revised to reflect these Emergency Plan changes.

7.

Changed references to MPC (Maximum Permissable Concentration) to new 10 CFR 20 effluent concentration (EC) units.
