Bettenhausen, Chief Projects Branch No. 1 Division of Reactor Projects U. S.- Nuclear Regulatory Commission 475 Allendale Road King of Prussia, PA 19406 License R-95 Docket 50-193

Dear Mr. Bettenhausen:

This letter is transmitted in response to the notice of violation contained in inspection report 50-193/88-01 dated May 11, 1988 concerning the failure to calculate quarterly the fission density of all fuel elements which have burnup.

The notice was received on May 17, 1988.

At the beginning of the two periods listed in the notice,

-predictive calculations were made based on our standard operating schedule to show that no fuel elements would reach the fission density limit during the time period.

Unfortunately these predictions were not documented and therefore not available for inspection.

Full compliance with the technical specifications was achieved with the calculations performed February 1988 and calculations performed on April 28, 1988.

To avoid further violations, calculations will be performed at least quarterly as required by the technical specifications.

Very truly yours, g

A. Francis DiMeglio l Director AFD:cd cc: Rhode Island Atomic Energy Commission Reactor Utilization Committee g 8806140011 880519 , d g g PDR ADOCK 05000193 -
