APPENDIX A NOTICE OF VIOLATION Vermont Yankee Nuclear Power Corporation Docket No.

50-271 Vermont Yankee Nuclear Power Station License No. DPR-28 During a routine NRC inspection conductec on February 9 - March 21,1988, a violation of NRC requirements was identified.

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions",10 CFR Part 2, Appendix C (Enforcement Policy 1986), the violation is listed below.

Technical Specification 3.9.A.1 requires service water (SW) system efflu-ent radiation monitor operability to be in accordance with Table 3.9.1.

Table 3.9.1 requires grab samples be obtained and analyzed every 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> if the SW effluent radiatior, monitor is inoperable.

Contrary to the above, from August 22, 1987 to September 3, 1987 the SW effluent radiation monitor was inoperable and the required grab sampling was not accomplished.

This is a Severity level IV Violation (Supplement I).

Pursuant to 10 CFR 2.201, Vermont Yankee Nuclear Power Corporation is hereby required to submit to this of fice, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, includ-ing:

(1) the reasons for the violation, (2) the corrective steps which have been taken and the results achieved; (3) coi rective steps which will be taken to avoid further violations; and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
