e APPENDIX A NOTICE OF VIOLATION Vermont Yankee Nuclear Power Corporation Docket No. 50-271 Vermont Yankee Nuclear Power Station License No. DPR-28 During a routine NRC inspection conducted on August 1 - October 30, 1987, a violation of NRC requirements was identified. In accordance with the "General Statement Policy and Procedure for NRC Enforcement Actions", 10 CFR Part 2, Appendix C (Enforcement Policy 1986), the violation is listed below.

Technical Specification 6.5.B requires establishment of radiation control standards and procedures. The licensee Radioactive Material Frisking Policy and procedure RP 0521, Area and Equipment Decontamination, estab-lish frisking controls and set limits on the release of radioactive mate-rial from controlled areas.

Contrary to the above, on four separate occasions (February 26, April 21, June 15 and September 28, 1987) f ailures to perform adequate frisking of materials removed from the Radiation Control Area occurred, and on three of these occasions, such failures to frisk resulted in releases outside the Radiation Control Area of radioactive material in excess of RP 0521 limits.

This is a Severity Level V Violation (Supplement IV).

Pursuant to 10 CFR 2.201, Vermont Yankee Nuclear Power Corporation is hereby required to submit to this office, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, includ-ing: (1) the reasons for the violation, (2) the corrective steps which have been taken and the results achieved; (3) corrective steps which will be taken to avoid further violations; and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.

Under the Paperwork Reduction Act of 1980, PL 96-511, the response directed above is not subject to clearance by the Office of Management and Budget.
