NOTICE OF VIOLATION Vermont Yankee Nuclear Power Corporation Docket No. 50 271 Vermont Yankee Nuclear Power Station License No. DPR-28 During an NRC inspection conducted from January 3 - February 6,1993, a violation of NRC requirements was identined, in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1992), the violation is listed below:

10 CFR Part 50, Appendix B, Criterion XVI, requires, in part, that in the case of 4

signincant conditions adverse to quality, measures shall assure that corrective actions are taken to preclude repetition. The Yankee Operational Quality Assurance Manual,-

Section XVI, requires measures to assure that significant conditions adverse to quality are corrected to prevent recurrence.

Contrary to the above, Vermont Yankee Nuclear Power Corporation failed to ,

implement effective corrective actions to preclude the repetition of deficiencies associated with inservice testing. The recurrence ofinservice test deficiencies during Technical Specification (TS) performance testing of the Reactor Core Isolation 1 Cooling System pump on July 15,1992, was the result of ineffective corrective  ;

actions implemented for similar deficiencies observed during performance testing of the "H" service water pump.on April 4,1991.

i This is a Severity Level V violation (Supplement 1).

Although Section 2,201 of the NRC's Enforcement Policy requires submittal of a written l statement of explanation, this violation had been reported in LER 92-20, was appropriately corrected, and those actions were reviewed during this inspection. Therefore, no written response with respect to this violation is required.
