ENCLOSURE 1 NOTICE OF VIOLATION Vermont Yankee Nuclear Power Corpcration Docket No. 50 271 -

Vermont Yankee License No. DPR 28 During the NRC inspection conducted from October 31 - December 6,1997, a violation of NRC requirements was identified, in accordance with the " General 3tatunent of Policy-and Procedure for NRC Enforcement Actions," NUREG 1600,the vinlatior Is listed below:

Technical Specifications 6.5, " Plant Operating Procedures," states that detailed written procedures, involving both nuclear and non-nuclear safety, shall be prepared, approved, and adhered to covering the areas of preventive and corrective maintenance operations which could have an effect on the safety of the reactor,

Contrary to the above, plant auxiliary operators were implementing an unapproved (by Vermont Yankee) Vermont Electric Power Company (VELCO) switching order on November 25,1997 to open the 345 KV Scoble Line No. 379 3 disconnects when at 6:48 A.M. an automatic reactor scram resulted from the manipulation of the disconnects while the line was energized per the switching sequence.

This is a Severity Level iV violation (Supplement 1).

Pursuant to the provisions of 10 CFR 2.201, Vermont Yankee Nuclear Power Corporation is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region I, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a

" Reply to a Notice of Violation" and should include: (1; the reason for the violation, or, if centeeted, the basis for disputing the violation, (2) the corrective steps that have been 19Lun W the results achieved, (3) the corrective steps that will be taken to avoid further sieua.<, and (4) the date when full compliance will be achloved. Your response may r'

tefunre or include previous docketed correspondence, if the correspondence adequately addresses the required response, if an adequate reply is not received within the time specified in this Notice, an order or a Demand for Information may be issued as to why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, concideration will be given to extending the response time.

However, if you find it necessary to include such information, you should clearly indicate the specific information request for withholding the information from the public.
