ENCLOSURE 1 i NOTICE OF VIOLATION  ;

i Vermont Yankee Nuclear Power Corporation Docket No. 50-271 Vermont Yankee Nuclear Power Station License No. DPR-28 During an NRC inspection conducted from May 23 to June 26,1993, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and  ;

, Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1992), the violation l is listed below:  :

Technical Specification 3/4.2.A., Table 3.2.1 requires, in part, that the core spray high sparger pressure instruments be calibrated to a setpoint of less than or equal to 5 ;

pounds per square inch differential (psid). i Contrary to the above, on May 27,1993, Vermont Yankee determined that due to improper calibration of the core spray high sparger pressure instruments, both the l "A" and "B" instrument setpoints exceeded the Technical Specification limit. This condition existed since November 1979.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Vermont Yankee is hereby required to submit a written statement of explanation to the U.S. Nuclear Regulatory Commission, ATTN: j Document Control Desk, Washington, D.C. 20555 with a copy to the Regional l Administrator, Region I, and a copy to the NRC Resident Inspector at the facility that is the i subject of this Notice, within 30 days of the date of the letter transmitting this Notice of i Violation (Not%). This reply should be clearly marked as a " Reply to a Notice of Violation" and snould include for each violation: (1) the reason for the violation, or, if contested, the basis for, disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved. If an adequate reply is not received within the time specified in this Notice, an order may be issued to show cause why the license should not be n,odified, suspended, or revoked,'or why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to .
