This refers to the routine resident safety inspection conducted by Mr. G. Grant
.
'
of this office on February 9, 1988 - March 21, 1988, at the Vermont Yankee
Nuclear Power Station, Vernon, Vermont.
The inspection consisted of observa-
tion of activities, interviews with personnel and document reviews.
The
results of the inspection are described in the NRC Region I Inspection Report
enclosed with this letter and were discussed with Mr. J.
Pelletier of your

staff after the conclusion of the inspection.
Based on the results of this inspection, it appears that one of your activities
was not conducted 1n full compliance with NRC requirements, as set forth in the
Notice of Violation enclosed herewith as Appendix A.
The violation concerns a
failure to meet the limiting condition for operation in Technical Specifica-
l
tions 3.9. A.1 and Table 3.9.1 concerning requirements for obtaining 24-hour
grab samples of the service water system when the effluent radiation monitor
was inoperable.
This violation has been categorized by severity level in

accordance with the "Gener&l Statement of Policy and Procedure for Enforcement
)
Actions", 10 CFR Part 2, Appendix C.
You are required to respond to this
letter and, in so doing, should follow the instructions in Appendix A.

Under the Paperwork Reduction Act of 1980, PL 96-511, the response directed

above is not subject to clearance by the Office of Management and Budget.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice", a copy of
this letter and the enclosures will be placed in the NRC Public Document Room.
