We have reviewed the " General Emergency Control Plan" and emergency procedures for the Wilmington fuel fabrication facility that were transmitted by your letter of August 28, 1978. We find that these I documents are lacking entire categories of information called for in Appendix E of Part 50, such as agreements reached with local, state and federal officials. Furthennore, your plan does not follow the format suggested in Annex A of Regulatory Guide 3.42 (RG 3.42),

Emergency Planning for Fuel Cycle Facilities and Plants Licensed Under 10 CFR Parts 50 and 70. The information submitted is also lacking certain specific important information identified in RG 3.42, such as the minimum frequency for inspection of emergency equipment.

The missing infonnation is needed for us to reach a conclusion on the adequacy of your arrangements for emergencies.

We request that you prepare a revised emergency plan, in the form of a document separate from your emergency procedures, following the format suggested and supplying the information identified in RG 3.42.

To permit us to meet our schedule for completion of the review of your emergency plan, you should provide us the revised emergency plan within 45 days from the date of this letter.
