The ACRS Subcommittee on the Vogtle Electric Generating Plant, Units I and2(PlantVogtle)metonJuly 18-19, 1985 at the Augusta Hilton Hotel in Augusta, GA. The purpose of this meeting was to review the request of the Georgia Power Company (GP) for Ifcenses to operate Plant Vogtle, Units 1 and 2. Notice of this meeting was published in the Federal Register on Tuesday, July 2, 1985 (Attachment A). A list of persons attendingthemeetingisattached(AttachmentB). A copy of the sched-ule of discussions is also attached (Attachment C). Material distribut-ed to the Subcommittee during this meeting is listed on Attachment D.

Copies of these documents are on file in the ACRS office. The entire meeting was open to public attendance. One written statement was l

received from a member of the public (Attachment E) and two oral state-l ments were heard.

Tauche, Westinghouse Opening Statement Mr. Ebersole, Subcommittee Chairman, opened the meeting at 1:15 p.m. on Thursday, July 18, 1985 with a statement regarding the conduct of the meeting, introducing the Subcomittee members present, and confiming the proposed schedule and topics to be addressed.

1. NRC Safety Evaluation The NRC Project Manager on the Vogtle Electric Generating Plant, Ms.

Melanie Miller, sumarized the status of the review. Overall, the NRC Staff concluded that Georgia Power and its supporting organizations had done a responsible job in meettpg NRC requirements. At this time there -

are no known issues that would prevent the issuance of an operating license. TheNRCSafetyEvaluationReport(SER)relatingtotheopera-tion of Plant Vogtle was issued in June 1985. It contained 14 open 6 $

Subse-quent to the issuance of the SER, two of the open ite .s have been resolved, in addition, about 5 of the confirmatory issues have also been resolved. The NRC Staff is confident that the remaining open issues can be resolved prior to the issuance of an operating license. The issues discussed were:

o Containment sump capability - the applicant needs to prove that unacceptable flow blockage will not occur.

o Toxic gns protection for control room operators - the appif-cant needs to prove that the control room operators are protected from ammonia, hydrozine, and chlorine, o

Modifications to the reactor trip breaker circuitry - the applicant has curnitted to the modificatien, plant specific details need to be agreed upon, o

Cathodic protection for buried fuel oil tanks and associated piping - the applicant must either show that .;oll conditions do not lead to cathodic corrosion or provide protection o

Licensee qualification for operation - this is normally open at this stage of the review, no significant difficulties are anticipated in resolving this issue.

o Retesting of simulator response - the concern is that the simulator does not faithfully represent the true reactor response to transient,s. The applicant has taken action to -

resolve this issue and the staff expects the resolution to be acceptable.

, July 18-19, 1985 Meeting 4 Illustrative of the issues that were more difficult to resolve, Ms.

Miller described the additional information the NRC Staff required the applicant to provide to support claims regarding the load bearing capabilities of the marl stratum under the plant site and of the com-pacted fill material placed over the marl. Unlike Midland, the utility appears to have monitored the backfill operation and assured adequate i

compaction, hence unacceptable differential settlement is not anticipat-ed. Settlement to date has been within expected values.

2. NRC Inspection Program Mr. Marvin Sinkule. NRC's Region II, Projects Section Chief, identified his principal duties as supervising the resident inspectors and manage-ment of the inspection program for the Vogtle plant. He reported that more than 12,500 staff hours had been expended by the NRC inspecting the Vogtle plant.

In addition to routine inspections; there are special inspections to cover specific areas of interest such as construction quality, mechanical and welding conformance, electrical system confor-mance, etc. The Vogtle project has also been the subject of several systematic assessment of licensee performance (SALP) appraisals.

Overall the licensee management has been responsive to NRC findings, licensee management has implemented adequate programs to ensure the 1 quality of the plant. An operating ifcense recomendation is contingent upon satisfactory completion of the inspection program.

The NRC Staff described and discussed how it handles allegations re-ceived from workers of other sources regarding construction at the Vogtle site. All allegations received are followed to some fonn of i

Mr. Sinkule noted that the NRC was expending something like ten man-years of effort to review and follow the utility's readfaess review program.

3. _ Readiness Review Program Mr. W. Ramsey (Southern Company Services) described the situation leading up to the development of the Readiness Review Program. (see NUREG 1055) Other NTOL plants had made last minute discoveries of gaps in their quality assurance efforts and documentation. To preclude delays or questions developing in the-1 ate stages of construction and licensing, the utility decided to perfom an independent review of its design and construction. The objectives of the program were to provide additional assurance to Georgia Power management that the plant design was adequate and that the quality of the plant was adequate. The program required the participation of the NRC Staff to review and accept the work that was done.

The utility's self assessment includes a verification that FSAR commit-ments have been met, construction complies with design, and the design is adequate. Bechtel was the AE for the plant and Georgia Power has engaged Stone and Webster to pd,rfom an independent design verification.  ;

The Readiness Review Program represents a significant comitment of resources by both the utility and the NRC Staff. Both groups were

4. Principal Design Features Mr. George Bockhold, Georgia Power, described the principal features of Plant Vogtle. It is a 3425 MWt four loop Westinghouse pressurized water reactor which utilizes the Model F Westinghouse steam generators. The turbine-generator is an 1800 rpm machine that produces 1,156 MWe, Each nuclear steam supply system is provided with four accumulators, two centrifugal charging pumps, two safety injection pumps, two residual heat removal pumps, and two nuclear service cooling water towers. Each tower contains about a 30 day supply of cooling water for a reactor in the shutdown mode. 'There are two electric motor driven and one turbine driven auxiliary feedwater pumps. The natural draft cooling towers, used for condenser cooling and non-vital cooling, are 540 ft. high. The

plant utilizes large dry containments for the nuclear systems.

Unit 1 is approximately 82% complete while Unit 2 is about 47% complete.

At the time of this meeting, fuel loading for Unit I was September 1986 with comercial operation planned for March 1987.

Mr. Epps, Georgia Power, described the preservice and inservice test program for pumps and valves and the inspection of the reactor coolant system. The plant utilizes centrifugally cast stainless steel pipe and statically cast stainless steel fittings. He described the ultrasonic inspectiontechniquebeingused(pitch-catchtransducers).

5. Quality Assurance V.

Mr. Paul Rice, Georgia Power, described the quality assurance program.

One of the key points of the program was to prevent instances of unac-ceptable quality, the balance were to confirm that the desired quality was obtained or that remedial action was taken. The organization set up to accomplish these objectives was described in detail. The quality assurance program includes inspections and audits at vendor facilities.

6. Management, Organization, and Training Mr. Don Foster, Vice President and General Manager for the Vogtle project for Georgia Power, described the corporate organization and functional relationships. Mr. Bockhold described the operating orga-nization and Mr. Rushton described the training program for the operat-ing staff. The key points to successful training are suitable facil-ities, competent staff, and qualified students. The training facility 4

has about 40,000 square feet of space which is larger than many high schools. It has well equipped classrooms and laboratories. It also houses the plant simulator. All users of the simulator are given an opportunity to offer human factors improvement suggestions. To obtain qualified personnel Georgia Power uses a preemployment screening process which includes aptitude testing. Background investigations and drug screening are also utilized.

i The training facility is used (o train both licensed and nonlicensed I operators, senior reactor operators, shift technical advisors, and fire brigade members, and eventually for general employee training. In order to improve the experience of the plant personnel, the operators participate

in the preoperat[ional equipment and systems test program. Operator candidates are assigned to the control room for a minimum of six weeks.

The test program is being controlled from the control room.

Mr. Rushton, Georgia Power, expressed the corporate belief that training is the foundation of quality operations, he cited the fact that in 1984, about 125 man years of training were provided. That is about 125 people per workday engaged in training, not counting instructors. One objec-tive is to achieve INPO accreditation of the training program by fuel loading although the corporate conunitment to achieve accreditation two years after fuel loading.

7. _ Emergency Operating Procedures Mr. Kitchens, Georgia Power, presented an overview of the emergency operating procedures, how they were prepared, how they were validated, and how the operators are trained in their use. The emergency operating procedurcs are based on the Westinghouse Owners Group recommended emergency response guidelines, revision 1. The Safety Parameter Display System is an integral part of the operation. The plant simulator is used extensively for training in and validation of the procedures. The simulator itself is continually evaluated and updated as necessary to truly reflect reactor performance.
8. Control Room

Minutes /Vogtle Generating Plant July 18-19, 1985 Meeting 9 the control room where operators from the' Hatch' units and operators with PWR operating experience experimented with relocating various controls until a configuration was decided upon. Following the TMI-2 accident a i detailed control room design review was undertaken. Two hundred for-ty-two (242) potencial improvements has been identified. Fifty-three have been acted on and 189 remain open. Mr. Bockhold gave exa@9 of various classes of improvements that are being evaluated.

He also described the two separate trains of heating, ventilating and air conditioning equipment that serve the control room. The intakes for the two trains are separated by about 150 ft. Chlorine, smoke, and radiation detectors are provided in each train and initiate action to minimize the consequences.

9. Quality Concerns Program Mr. L. Glenn, Georgia Power, described the program that Georgia Power had implemented to identify, investigate, and resolve any quality concerns brought forward by employees or members of the public. The system provides for confidentiality and feedback. Thus far, there have been 404 quality related concerns expressed as well as about 270 com-ments relating to administrative matters such as traffic and parking problems. Of the 404 quality related concerns, 279 have received a full review. The program is well publicized.
10. Nuclear Service Water Cooling Towers Mr. O. Batum, Southern Company Services, described the nuclear service cooling water towers which serve as the ultimate heat sink. .Two towers .

are provided for each unit, each tower is capable of dissipating 100% of the shutdown cooling load. Each tower is provided with four forced air fans only three of which are required for full tower capacity. Each tower has three 50". capacity circulating ' water pumps. Each tower holds 3.6 million gallons of cooling water with the capability of transferring

-water between the two towers assigned .to a particular unit. The towers are designed to withstand all of the design basis natural phenomena (earthquakes, tornadoes,etc.). In part to assure operability, at least one tower will be operating during normal nuclear unit operations and will be dissipating heat from all of the safety related equipment.

11. _ Steam Generators Mr. Batum noted that the plant was originally designed using Westinghouse model D steam generators, these were later changed to model F which include ~ separate nozzles for the auxiliary feedwater system.
12. Other Topics A number of other topics were discussed briefly, none of them appeared to present safety problems.

Vogtle will utilize incineration to reduce the volume of its radwaste and cement to solidify it.

Fire protection features include separate ventilation systems for each train of protection equipment and fire protective coatings on structural steel that might be exposed to a fire. Part of the analysis included the spilling ~and ignition of five gallons of acetone any place in the '

, Minutes /Vogtle G:nerating Plant July 18-19, 1985 M: sting 11 plant. In the cable spreading room the utility has provided smoke detectors, pre-action sprinklers, hose stations, and portable extin-guishers.

The utility demonstrated that the plant was adequately protected from external flooding from both surface and ground water. Internal flooding is being evaluated as part of the readine.>s review program.

The feedwater system and its control system are designed to minimize the difficulty that others have encountered in maintaining steam generator water level at low power levels. Reactor trips from full power will require initiation of auxiliary feedwater flow.

Each unit has four safety grade batteries to . supply vital DC power.

Each battery is provided with redundant chargers, each of which is capable of supplying all DC loads while charging the battery. The battery charges are provided with an overvoltage trip that is indepan-dent of the voltage regulation function.

Actuation of the power operated relief valves (PORV) on the pressurizer can result from signals from the normal reactor coolant system pressure control, the low temperature over pressure mitigation system, and manual action by the control room operator. The PORV is backed up by a motor operated block valve. Mr. Reed expressed his concern for the potential effects of hydrogen and boron on the reliability of operation of the pilot o'perated PORVs, he asked the utility to discuss this at the August meeting of the ACRS. .

, July 18-19, 1985 Meeting 12 e With a loss of all AC electrical po*er, all cooling to the reactor coolant pump seals .is lost. Under these conditions a "best estimate" of seal leakage is about 21 gpm with a large uncertainty. The " worst case" estimate could be as high as 480 gpm. Using the "best estimate" value of 21 gpm it would be 16 hours1.851852e-4 days <br />0.00444 hours <br />2.645503e-5 weeks <br />6.088e-6 months <br /> before core uncovery would be likely. If AC power was restored in less than 16 hours1.851852e-4 days <br />0.00444 hours <br />2.645503e-5 weeks <br />6.088e-6 months <br /> no core uncovery will occur.

Test results on a 7" seal show leak rates well below the "best estimate" values.

The utility had Dr. Harry Seed evaluate the compacted backfill at the Vogtle site for its liquification potential. Dr. Seed concluded that liquification was unlikely up to magnitude 71 earthquakes, well above the design basis.

13. Statements from Members of the Public The Subcommittee heard oral statements from two members of the public.

One from Mr. Tim Johnson that challenged the utility's Readiness Review Program and pointed out that there is a growing list of allegations. He was unable to be very specific at the Subcommittee meeting and promised to provide a written statement, no such statement has been received. He also complained that the intervenors had not been given adequate notice of the Subcomittee meeting. The second speaker from the public was Mr.

Lawless who expressed concerns regarding radioactive contamination from the DOE Savannah River Plant an,d also concerns regarding the assurance _

of the integrity of the marl layer, under the Class I Vogtle structures, as a barrier between plant releases and the Tuscaloosa aquifer and for the modeling of ground water flow rate and direction. A copy of his
