SUMMARY

OF MEETING HELD DECEMBER 15, 1986, ON fULTIPLE j RESPONSE SPECTRUM METHODOLOGY On December 15, 1986, the staff met with the applicant and its representatives to discuss the use of multiple response spectrum (PRS) methodology in comb-ination with the use of N-411 damping values. Participants are listed in the enclosure.

The aprlicant stated that MRS methodology was approved by the staff prior to appioval of use of Code Case N-411 which did not mention any restrictions regarding MRS. The staff indicated that its position regarding MRS and N-411 i is stated in RG 1.84, Revision 24 The applicant stated that before the meeting it reviewed 1 Westinghouse and 3 l Cechtel calculation packages. Bechtel calculations used an enveloping response spectrum in combination with N-411 damping values. Westinghouse used MRS methodology (absolute sum) with RG 1.61 damping values. The applicant under-stands that either method is acceptable to the staff. The preliminary results of the applicant's review of these calculation packages is suninarized below.

Bechtel: (1) Pipe stresses are all within allowables.

, (2) Of 593 supports, 3 cases require further study.

(a) 1 snubber pair: exceeded OBE allowable by 7%.

(b) 1 strut: exceeded OBE allowable by 11.3%.

(c) I baseplate load: exceeded SSE allowable by 8%.

(3) 2 main steamline safety relief valves exceed the equipment qualification acceleration limit.

(4) I equipment nozzle exceeds vendor allowables (OBE by 30%, SSE by 30%).

(5) Functionally requirement is exceeded by 10.4% in 1 pipe locaticn (6) There is no impact on pipe break locations Westinghouse: (1) Pipe stresses are all within allowables (2) 23 supports require further evaluation. This effort is complete for 14 supports. Thus far, l

(a) 1 support exceeds deflection limit by 0.008" and l also has an embed problem (b) 1 strut limit is exceeded by 720 lbs. (3%)

The applicant proposes to complete its preliminary evaluation including evaluation of supports' acceptability. The applicant stated that it does not have time before fuel load to resolve issues with vendors in Bechtel items (3) and (4). The applicant further proposes to enuraerate problem but not make any hardware or EQDP changes until mid-1987 when a decision between NRC and industry is expected on this issue.

The staff informed the applicant that it would need to fix the baseplate and strut as well as further evaluate the safety relief valves and equipment nozzle.

TFe FSAR should also be modified to reflect the use of either enveloping response spectrum plus N-411 damping values or MRS methodology plus RG 1,61 damping values for all subsequent applications.

The applicant indicated that a submittal would be forthecming by December 23.
