Cn June 28, 1990, theNRCstaff(includingNRRProjectManagers, Region 11 personnel,andresidentinspectorsforboththeHatchandVogtleplants) met with representatives of Gecrgia Power Company (GPC) at the corporate j office in Birmingham, Alabara, to discuss issues that have the potential for  ;

affecting both the NRC and GPC organizations. Meeting attendees are listed j in Enclosure 1. 'Yogtle facilities has been largely resolved, and barring unforeseen diffi-I culties, should go to the co owners' boards for approval in approximately 30 days. At this time, it appears that the SONOPC0 formation should go smoothly.

Mr. Beckham, Vice President-Hatch, provided a status of the key activities l ongoing at Plant Hatch. Mr. Beckham also discussed the recert event at Hatch )

Unit 1 involving a fire in the charcoal absorbers.

t Mr. McCoy, Vice President-Vogtle, discussed the current status of activities l at the Vogtle site focusing primarily on the corrective actions steming from l the March 20, 1990, event et Yogtle Unit 1. GPC had identified 115 items for l corrective action consideration prior to issuance of NUREG 1410. That list expanded to 253 items (many are redundant items) now under consideration for

corrective action (a significant percentage of issues have already been  !

! addressed), i Mr. McCracken, Manager of Regulatory Engineering and Environmental Services, discussed the generic issues currently of greatest interest to GPC. These I L incluoe decomissioning (funding), plant life extension, Individual Plant  :

interpretation of 10 CFR 50.73 Engineered Safety Feature (ESF) actuations.  !

NRR and AEOD are currently in agreernent with Region II's interpretation of what constitutes a reportable ESF actu6 tion. However, NRR also believes this issue j should be addressed in the larger context of 10 CFR 50.73 in general (industry '

is currently addressing the pros and cons of 50.73 and where improveraents can ,

be made) and should be addressed on an industry basis. Mr. Matthews also dis- '

cussedthestatusofGenericSafetyIssues(GSis)mentioningthatGSIswould be handled in an analogous fashion to the USIs.

Cindy Tully, Senior Engineer for GPC, presented GPC's and the DWR Owner's Group views regarding the interpretation of 10 CFR 50.73. Both Ms. Tully and Steve Bethey (GPC Hgr. Licensing. Hatch) emphasized the need for NRC to ,

address the spcifics of 10 CFR 50.73, particularly with respect to the cefinition of the 50.73 language (e.g., Engineered Safety Feature).

The last portion of the meeting was dedicated to the individual plant breakout sessions where the status of current licensing was discussed.

The next GPC/NRC interface meeting has been tentatively set for December 1990 or January 1991 cnd will be held at Plant Hatch.
