SUMMARY

OF MEETING HELD MAY 22, 1987, TO DISCUSS STATUS OF V0GTLE AND HATCH LICENSING ACTIONS On May 22, 1987, the staff met.with Georgia Power Company representatives in Bethesda to discuss the status of licensing actions for both Hatch units and Vogtle Unit 1.

Participants are listed in Enclosure 1.

In opening comments, the licensee stated its interest in reducing the backlog of Technical Specification (TS) and other items and indicated that Hatch is the lead plant for the BWR Owners Group TS Improvement Program. The licensee also stated its belief that Hatch operation has improved since Mr. Tom Beckham

has been the senior official at the Hatch site.

The Hatch units were discussed first. The licensee's slides are provided in.

The licensee stated that Unit 1 is 31 days into a 58 day outage and that restart is on schedule. The licensee needs the standby liquid control TS amendment by May 28 and the TS change concerning hydro testing by June 3 in order to support restart.

The licensee stated that Hatch Unit 2 is currently at 90% power and maintenance personnel are on shift around the clock which helps the unit get out of TS limiting conditions of operation. Anticipated outage related changes include approximately 38 design changes of which only one, on a preliminary basis, requires TS changes.

The licensee's slides for its Vogtle discussion are included in Enclosure 4 The startup program is scheduled for completion on June 3,1987, with testing at the 90% and 100% power plateaus remaining. The licensee stated that upcoming TS revisions will be submitted between mid-June and July.

In closing, the licensee expressed its concern regarding the Comission's recent rule regarding fingerprinting of all personnel with access to safeguards information. The licensee explained that there may be 150 electricians with access to vital areas creating a hardship because of the high degree of turnover and the substantial amount of time required to receive fingerprinting results.
