The board reviewed a lotter from the General Manager -
Nuclear plant to PRB and 3R3 Members concerning the reportability review of Deficiency Card 1-90-003, and the boards' split decision that the item was not reportable.
This deficiency involved c. potential violation of a license condition, specifically thr reactor power limit of 3411 MW.
The letter states thLt ha ad en additional reviews that were completed, it was ver'fied that. t.he item was not reportable.
The board concurred ii'.? this position, and the letter is being mado an attachment. to the ninutes for this PRB Meeting.
PRB 90-81 Pigo 5 of D s to why the revision was warrantec' and requested revised wording on the diesel start section.

The board decided to table the proposed Icn ravision presented so that the entire i
LER could be updated and returned to the PRB at a future meeting.
G. R. Frederi6r nd$ed that he felt the diesel i
start numbers in the eriginal LIR were incorrectly included because of various problems / confusion with the curveillance j
and operator logs and the trer. ding information recorded by Engineering Support.
i J.
J. G. Aufdenkampe addre sed t}' board on a previous reportability issue for a pro:

J.
G. Aufdenkampe informed the board that the Vice Fresident, C.
K. McCoy stated that the item should not te rarcr:ed because of the installed blind flanges but he felt that an inadvertent compliance issue may preside in thic ircue.
J. G.
Aufdenkampe took *hr action to discues this Jtet. with the General Manager and would report back to the toard only if a change in reportability would be a}Ttopriate and the proposed LER was required to be submitted by Corporate.

PRB Members ar.d SRP Ma-bers On January 5,1990, the P% net to review the reportability of
eficiency Card 1-90-003. This deficiency involved a potential violation of a licence condito-specifically the reactor power limit of 3411 MW was not re h. The board dett TrncJ
- r. a split de:ision that the item rtable.
Subsequently, I requested th:t more infomation be obtained during additional reviews to verify tr.st the item was not reportable.
Mr. J. G. Aufdenkampe, c.' hnuary 10, 1990, issued a minority opinion questioning the recomendation o' the PRB. My decision not to repcrt this item on Janury 5, 1990, was based upon the majority recommendation and my belief h t mere information would be expeditiously provided by Mr. Aufdenkampe and his Technical Support Department.
The additional reviews were em41eted and verified that the item i
was not reportable.
If you has e sny questions or require additional information, please let me knew.
